Open-sourcing TETSUO-H3SEC -- a security scanner for QPACK inter-stream synchronization in HTTP/3. Every public fuzzer and scanner treats QPACK as a single encode/decode operation. None of them model the inter-stream timing and ordering that real HTTP/3 connections depend on.
